The rockstar launcher doesn't have an offline mode you can force it into, so you just have to disconnect your PC from the internet. The game will not crash for me in offline mode though, it's been running flawlessly like that. Obviously that doesn't help if you want to play online.

There had been several updates since RDR2 was released to fix the problem, but it still didn't work for many up to at least a week ago. So, at this point, your best best is to keep updating the Launcher until it works.

I tried restarting the game and then GTAV broke (again) even though I had installed the new launcher and the game won't get past all the ads for online play before crashing. I used my PC installation discs to do a 'repair' and then the stupid launcher said 'there were no installed copies of the game' even though it's in the drive where it recognized it earlier.
